Philly Mayor to teens: Pull your pants up and get to work

A recent article in The Washington Times detailed Philadelphia Mayor Michael Nutter’s lecture to teens who participated in violent flash mobs on July 29. While flash mobs are nothing new, Mr. Nutter’s response was.
